It is against the rules yes, and I suspect that's why his licence was suspended (he didn't lose it entirely, I misremembered). He probably did that out of a misguided sense of responsiblity. Thing is, HE reported it, that he had been sent nudes, and still got in trouble..
There are very strict rules for everyone who works in a prison (only the guards don't follow them, lol). Something like "the appearance of impropriety will be treated as impropriety".
There's A LOT of girl on girl in women's prison, and you see stuff all the time, besides getting flashed or propositioned. If you just ignore it, you run the risk of one of the women reporting you or trying to blackmail you (lot of manipulative people in prison, of course). If you report it, you run the risk of getting in some form of trouble yourself, even if it's just a token review.
I went to the family meeting room once, waiting to interview a girl, and I walked in on two women naked from the waist down. It looked like one was licking the other ones ass, lol, and the one being licked said something like "You hungry Doc?". I reported that, and I was put under review and even after that was over I got a 6 week "sanction" where I couldn't be alone in a room with any of the inmates. It's 'cos I waited until the end of the day to report it, instead of reporting it immediately. 

They also have quotas of sanctions, to make it look like they're tough on staff who step out of line.

I never accepted. I'm a professional (though I do love having my cock sucked, lol) and I believe in the ethics of what I do. I have spoken to other male psychs who said "I'd accept, but it's just so risky" or "It's not worth the STDs". You risk professional and thus personal ruin, and possible SA charges.
